They're either
A) Some jealous kid who can't make anything good so is down-rating all your flashes
B) Some troll who is voting your Flashes down just for the hell of it or
C) Some guy who just doesn't like your animations, which is fair enough, but just doesn't think you deserve to be popular, so is rating your animations down to make "Better" animations more recofnised.
Or just a sprite hater.
